Yesterday, a discussion that spilled over to today fell into dispute as to what actions are allowable and what the actual limits and allowances of the Pro and Prospect Roster squads are.
Realizing that these questions may fly in the face of those stipulations stated in the rules, could the Comms. please expand on the following:
Q: How many players are allowed on the Pro Roster, before and after the season?
Q: The implication of 20 and no statement to the contrary suggests that 20 is the maximum number of players allowable at any time on each SCFL team. If it is not the case, why is there no specific language to specify otherwise?
Q: How many players are allowed on the Prospects Roster?
The rules state a hard limit of 15 though it seems 20 has been referenced and used as the allowable limit:
Q: Is this expansion a permanent allowance or is it a number that must be culled to a maximum of 15 by the start of a stated date prior to the beginning of next season?

Please take into consideration that if there is some form of implied rule that states a trade cannot result in either team having more than 20 roster players we have to undo all trades that have been effected by this which is basically 75% of the trades made. If you want to make a rule that says no team can have more than 20 active roster players by such and such a date thats fine by me.

1. I opine that there should be no roster limit in offseason as long as you get to 20 max when season starts. 2. Did not come up in initial discussions. 3. 20. The 15 was just for initial keepers to give teams room to take on more 4. Permanently 20.

I understand your feeling as to what something should be, but I'm looking for the actual, hard and fast answer to both questions concerning the pro roster limit. As the rule reads, there's nothing to suggest an excess of 20 at any time. But what is known then, is the hard cap on players of no more than 20. But you're interested in the specifics of the rule independent of any action a team would have to take in order to adhere to the rules stated outright,correct? If 75% is the number of trades that the oversight affects, of trades made by 7 % of the teams that circumvented roster rules, it shouldn't negatively impact 93% of the rest of the league, wouldn't you agree? Whatever the rules were and are, there should be no retroactive reconstitution just because misinterpretation occurred and just to accommodate 2 ( or 3, or 4) teams out of 30, wouldn't you agree?

The Prospects Roster was expanded from 15 to 20 and is a permanent expansion.

We are definitely not going to retroactively pull back trades that caused over 20 people to be on NHl rosters. The commissioners will have a discussion about whether you are ever allowed to go over the limit of 20.

I think during the offseason when scoring is not taking place who cares how many people are on a teams pro roster or prospects list as long as by a deadline date that would need to be determined (Perhaps September 1st) teams are compliant with the maximum roster requirements. This makes trading more like real life.

I actually never mentioned retroactively pulling back any trades, or mentioned any team having to release players, so I'm not sure why that would be a part of your reply? If the Comms. are going to have a discussion on whether or not a team is ever allowed to go over the limit, that implies that a team is at present , not allowed to according to the rules and the absence of instruction otherwise, right? That would answer the first question as to whether teams were allowed to go over. The following question as to why there is no specific instruction for the allowance of excess then speaks for itself...Because the consideration was never discussed...

Yeah thats what I suggested. Too much work to keep track of everyones rosters at all times. Suggested to the other Commissioners? Or to some of the other Commissioners and a few teams or....? But the suggestion obviously wasn't shared with the league as an alteration to the rule in the same way the increased Prospect Roster was though, right? So...why is there no Commissioner outright stating that the limit of the Pro Roster was at a set limit of 20, and never through any direct or indirect instruction increased to any specific number? I don't know who knows who or what, and that maybe that's why no one is stating what seems obvious, but listen....I don't care about the excess players right now per se, I care about clear rules that everyone participates by. There's all sorts of solutions to the problems that wouldnt hurt any team in the least, but if no Commissioner is going to weigh in and confirm precisely what the rules appear to imply, then some teams are going to question the obvious oversight.

i think what wre are going to do is that the roster limit is 20 BUT you can go over it AS LONG as you are under it by a certain date. the date will be in a while and we will let you know the exact date soon

Several leagues I've been in set a hard limit at all times precisely because being able to stockpile assets for the benefit of one presents itself as a tilt if only a few teams can do it. Just out of curiosity, why would a team be allowed to go over the 20 roster limit during an off-season with no clear indication otherwise, but if an unlisted player in a GMs organization was being pursued, why wouldn't a GM be able to trade that unlisted player given the same adaptable environment?
