The Restricted Tag seems to be causing some confusion with real life restricted free agency. I'm proposing that we change the name to Hometown Discount which is more what it is meant for. The intent of the rule was to reduce the franchise tags. Not mimick real life Restricted Free Agency.
The Hometown Discount means that you can match the top offer of one of your UFA's receive on the open market
So if I have UFA Bryan Allen and the top offer he receives in Free Agency is 3M. I have the option to match the contract using my 1 hometown discount.

"Hometown Discount" implies a reduced rate to that of free agency prior to hitting the open market which would -- in anticipation -- pay the player above the terms he would take on the team for which he's played.
I think "Restricted Tag" is fine as an descriptor or if preferred, "Offer Match Tag" given that that's the actual action taken, if there was to be a reclassification at all.
I'm more concerned with other more pressing inconsistencies.

Even better would be
Hometown Offer Match
Meaning the player will resign with original club despite UFA status as long as the highest offer is met.

One thin is that no one can use their tags yet. We will do the tag process when free agency starts at the end of the season
